Lane Pty Ltd was engaged as architect and principal design project manager for a
new blast resistant control building at the Bulwer Island Refinery. The
task included preliminary cost impact studies for a range of blast load criteria
developed from quantitative risk analysis carried out by the client. Our
assignment covered concept studies, preliminary design, detailed design,
preparation of construction bid packages, pre-qualification of tenderers, bid
review, contract administration and quality audit. We were responsible for
all architectural and engineering design inputs other than process control
instrumentation. The building is a 1000 m2 blast resistant concrete
structure housing refinery process control electronic equipment. It is
intended to operate continuously and provide an assured level of security for
refinery operations under all circumstances of plant failure. The
building’s HVAC system is interfaced with a complex fire and gas detection
system to initiate isolation and secure running in the event of external
contamination. The interior design has been given special attention to
ensure comfortable working conditions within a windowless building. The
project was completed on time and under budget and is currently in successful
operation.
